If it's happening intermittently, then it sounds like the shelly smart plug uk might be on the fringe of the Z-Wave network and is occasionally going out of range and then back in again. How is the device installed? Have you followed best practices and made sure that the module is installed in free-air with the antenna pointing forwards?
